So where does Retired Staff hold up?
Stark pretty much covered it - but again, why are you even asking that question? It's quite clear that retired staff are people who were once moderators but aren't any longer. The topic also has nothing to do with Retired Staff.

I asked the question because that was like the only one left out from were they stack and for my own reasons. I know they were former mods but I just wanted to know what they could do (Lock own topics, edit titles...)

Last time I checked, it didn't had nothing to do with elites, admins etc either but a page was filled with some questions regarding those not Super Mods or Forum Mods.

I think that'll you will find this covers everything quite well.

I'm happy to explain anything further if needed but this all seems to have been done fairly well here. The exact levels of the members groups Elite and Donor don't necessarily matter as they both confer certain bonuses, however as the Donators contribute to the overall maintenance of the forum they were placed above Elite in the ranking.

Legends are voted in by a combination of other Legends and Admins. Basically it's the ultimate member title and new members of staff are often drawn from it. It just relates to a level of respect from both members and staff :) Legends and Donors, unlike Elites, are also positions that can't be lost through inactivity.

Also, Elites can also Edit Topic titles.
Elites can only edit their own topic titles, not willy-nilly edit anyone's topic title... or that's what I understand, at least.

This was before my time, but (as far as I understand it) Elites also used to be able to edit their posts without people knowing, but I can see why that was taken away because that would've been troublesome from a modding perspective.
Anything that broke the rules would've been reduced to a "he said, she said" situation.

Also, as is noted in the position ranking topic there is a Forum Moderator Team Leader (Copy Ninja) and Global Moderator Team Leader (myself) who have access to parts of the Admin CP (meaning if you need an Admin and can't contact one Copy or myself are the next in line) and we also lead the respective groups of Moderators. If you have a problem with a Forum Mod or a Global Mod, you go to them and/or their respective leader and we often head the problem up to an Admin depending on the situation. We aren't distinguished by a rank, title or color.

Seeing there is some propensity here for spamming and questions have been answered, I'm going to go ahead and close this.
